Empire Village Shopping Centre, formerly The Boulevard Shopping Centre, is located off The Boulevard in the suburb of City Beach, approximately 10 km north west of the Perth CBD.
Following a fire that ravaged the Boulevard Shopping Centre in 2014, the owners engaged Lease Equity to advise on a redevelopment to create a neighbourhood complex that the local community would welcome as part of their environment. It was immediately recognised that it was essential to rebrand the Centre to establish its identity as a site with historical significance having been part of the Empire Games Village – the name Empire Village was adopted.
Empire Village provides an excellent amenity for the area featuring a 24/7 innovative concept IGA supermarket and high quality food and beverage venue ranging from offers of pizza, fish and chips and an exquisite patisserie through to restaurant standard dining. The synergies between design, tenancy mix and market demographics demonstrate Lease Equity’s development expertise and leasing.

In November 2003 Lease Equity was appointed by ISPT as Exclusive Leasing Agent for Forrest Chase, Perth’s premier fashion destination and have remained exclusive Leasing Agents to this date.
Forrest Chase enjoys a unique location in the heart of the City of Perth with equal frontage to Forrest Place, Murray Street and Wellington Street. The centre is positioned immediately adjacent Forrest Place, a public space and the focal meeting point within the CBD.
We have successfully remixed the complex resulting in a fantastic combination of fashion tenants, services and food retailers equal to any of Australia’s premier shopping centres. Having introduced numerous global retailers, the property has enjoyed a massive shift in position due largely to Lease Equity’s strategy.
In 2018, Lease Equity was re-appointed by ISPT as exclusive leasing agents for the $100m redevelopment of Forrest Chase. Having introduced many national and international tenants, Forrest Chase has been reengergized, upholding it’s enviable repuation as the heart of retail in the Perth CBD and solidifying the precinct as Perth’s premium shopping and lifestyle destination.

The Student Hub at Murdoch University is a redevelopment of the original Refectory building and will be a place where the university community meet, eat, socialise and study.
As retail consultants we were employed to undertake a preliminary strategic review including reviewing and advice of all project documents and specialist reports. The advice pertaining to the food and beverage precinct of Murdoch University required a thorough in-depth analysis of the campus including population, demographics, and seasonality as the success and viability of the retailers and the precinct was directly affected by the campus as a whole.
In addition, Lease Equity undertook Master Planning and Design review relating to the tenancy mix and leasing strategy incorporating a feasibility analysis. Preferred tenants from the master planned tenancy mix were then procured to create a compelling F&B precinct.

Village Green (formerly Waterford Plaza) is situated on the corner of Manning Road and Kent Street in Karawara and is adjacent Curtin University which has over 60,000 staff and students in attendance.
The Centre boasts a refurbished Coles Supermarket and one of Australia’s most impressive and award winning supermarkets, Supa IGA Waterford. These are supported by a 650m² Reject Shop and a Priceline Pharmacy of over 420m².
Lease Equity were engaged as Development Managers, Property Managers and Leasing Agents for the redevelopment and extension of the Centre. Lease Equity’s role as Development Agent has included undertaking the development feasibility and negotiating on the Landlord’s behalf all commercial contracts including architectural, building, town planning and other consultative contracts.
The role is extended to acquisitions of adjoining land in order to facilitate the Shopping Centre redevelopment and negotiations with all tenants including the supermarket tenant.
This was an extremely difficult project based upon the constricted site and its configuration, together with substantial negotiations being required pursuant to the Coles Supermarket lease.
The Centre consistently achieves rental levels and lease commitments from retailers generally considered far superior to those at other Centres of this size in the Western Australian shopping centre market.
During the feasibility implementation stage, the Centre remained fully leased notwithstanding the substantial deterioration of the built environment.
Lease Equity is now involved in the Centre’s current multi-million-dollar High Street redevelopment project which will deliver a vibrant mix of cafes, restaurants and outdoor dining, landscaped spaces and interactive art.
Bunbury Forum

Bunbury Forum Shopping Centre is the only centre in the South West of Western Australia with a major discount store, Big W, and two major supermarkets Woolworths and Coles. The Centre is located approximately 175km south of Perth.
Lease Equity were engaged by Challenger as part of the development team to undertake project feasibility and complete master planning to maximise utilisation of the site.
The first stage of this $80 million Bunbury Forum redevelopment saw 1,100 square metres of retail space developed and the introduction of new national high profile retailers like The Body Shop, Dusk and Dome.
The second stage of Bunbury Forum already has approval to expand to 31,000 square metres of retail floor space. Additional to the approved expansion, Bunbury Forum is now seeking approval for a further 5,000 square metres of retail space. The future redevelopment will see the addition of a further 65 specialty stores and an extended three level car park with an additional 500 car parking bays.

The Underground will become one of Perth’s premier food precincts and securing high calibre tenants for the new restaurants on St Georges Terrace has set Allendale Square apart from all other Perth CBD office buildings.
Lease Equity was engaged to assist Cbus Property in repositioning the one40 William Street in Perth Western Australia. The development is 48,544.80 sqm incorporating 4,544.8 sqm of ground floor.
The project was developed and launched in 2012 and the retail component required a significant repositioning.
Lease Equity was engaged as part of the consultant team to reposition the asset and provide strategic advice in relation to the tenancy mix and master planning. The project had many significant challenges. The advice provided by Lease Equity consisted of completely repositioning the asset from a fashion focussed development to a food and beverage and youth focussed centre. The total repositioning included introducing some flagship tenancies and totally reconfiguring a number of the buildings to accommodate these flagships.
The master plan centred upon creating an “urban village” destination in the City made up of best of class operators.
The result has been an outstanding success having introduced some of the World and Australia’s best operators. These include the marquee Jamie’s Italian Restaurant, Perth’s first Ribs & Burgers outlet, Bam Bam Boo, a large scale tavern and a number of other firsts for the Perth market. This has resulted in one40 becoming a landmark destination.
We consider Lease Equity’s relationship with retailers both food and beverage to be amongst the best we have encountered.

Lease Equity were involved in the master planning and project leasing of Waikiki Village Shopping Centre on behalf of Westgate Property Investments when it was first developed.
Whilst this occurred prior to my engagement at Westgate, I understand that the Centre was fully leased with a tenancy mix in keeping with our investment criteria, and provided an outstanding mix of tenants.
We subsequently undertook to do a minor redevelopment of the centre and returned to Lease Equity to again project lease this on our behalf. They pre-committed all outlets in the redeveloped centre and provided invaluable advice in respect of type of tenant, commercial terms and general property advice that enhanced the value of the shopping centre.

Beck Advisory is a Development and Asset Management company specialising in commercial property throughout Western Australia. The Cloisters development incorporates 30,000sqm of office space (consisting of Cloisters QBE House – 19,000sqm and Cloisters Hay Street Tower – 11,000sqm) and 2,273sqm of retail. The retail component of Cloisters has undergone a complete refurbishment including a widening and realignment of the malls to provide a consistent north-south thoroughfare for pedestrians.
Lease Equity was appointed on behalf of The Perth Diocesan Trustees to undertake the master planning, retail leasing and related consultancy for the retail component of the development.
Lease Equity’s strategy took into consideration the prevailing market conditions at the time and recommended a repositioning of Cloisters Retail to a market pitch that substantially enhanced the previous retail mix and added a level of sophistication commiserate with the adjoining office development. Whilst this was ambitious, Lease Equity was confident that it could fully execute its leasing strategy. A number of significant leasing transactions were conducted including the introduction of Perth’s first Roll’d outlet, Keystone Group’s Chophouse, which (to accommodate this tenancy) required a substantial reconfiguration of the original master plan and a number of other market-leading operators. The end tenancy mix has resulted in an iconic destination being created.
We consider the retail tenancy mix of Cloisters to be amongst the strongest in Perth and certainly sits above a number of its competitors. The Elleo Group began in hospitality in 2009 with it’s first venture People Café Espresso.
